Short answer

A PayPal payment pending means PayPal is reviewing it or waiting for the money to clear. A bank-funded eCheck usually takes 4–7 business days; a payment PayPal holds as a security check usually completes within 24 hours; a payment the recipient never claims is canceled after 30 days. Sellers’ incoming payments can be held for up to 21 days.

eCheck payments

An eCheck is a payment PayPal pulls from the sender’s bank account and delivers only after the bank transfer clears. PayPal says it “usually takes between 4-7 business days to clear, but sometimes it may take longer”; Saturdays, Sundays and holidays are not business days.

Why a bank payment becomes an eCheck: PayPal says it may limit payment methods to manage risk, for example when a payment is unusual for the account’s history or to make sure there is enough money in the bank account.

If the bank declines the eCheck, PayPal says it tries again within 3 business days; a second decline cancels the payment, and your bank may charge a fee. To see the expected clearing date, open Activity and click the transaction.

For sellers, PayPal’s advice is direct: do not ship items or provide services until the eCheck clears, because if it does not clear you will not be paid.

An eCheck runs on the ACH network; see how long does ach take for the bank side of that clock.

Money you sent is “on hold”

PayPal says it may place a payment on hold for 24 hours as a security precaution, for example if you have not sent money in a while or are paying someone new. You do not need to do anything; if there are no issues it completes within 24 hours, and if PayPal finds it was not authorized, it reverses the transaction.

Money you received is on hold (sellers)

PayPal holds payments to some sellers. Reasons it lists include:

  • a new seller, or an established seller with a new account;
  • no sales for a long time;
  • several customers reporting problems or asking for refunds;
  • a sudden change in selling pattern (a surge in sales, a new business type, a different average price);
  • higher-risk items such as event tickets, consumer electronics, travel packages and gift cards;
  • identity verification not finished, including a pending video KYC call;
  • the sender chose “goods and services” rather than “friends and family”.

To see why your payment is held, log in and click Know your options under your PayPal balance.

Unclaimed payments

Unclaimed means the recipient has not accepted or received your payment. PayPal cancels unclaimed transactions automatically after 30 days and the money returns to your account. PayPal says members can reverse an unclaimed payment manually before the 30-day automatic reversal.

What to do, by status

  1. Pending eCheck: open Activity, note the expected clearing date, make sure the bank account has the money. Do not send a second payment “to speed it up”.
  2. Security hold on money you sent: wait 24 hours.
  3. On hold after a dispute: read PayPal’s email and respond in the Resolution Center.
  4. Seller hold: add tracking or mark the service Completed via Get your money in Activity.
  5. Unclaimed: confirm with the recipient the email or phone you used; reverse and resend if it was wrong.
  6. Still stuck: use PayPal’s Help Center, reached from paypal.com, not a number from a search ad or an email.

Warning

Fake “PayPal” emails are built around pending payments. PayPal lists “You’ve received a payment” and “You’ve been paid too much” emails among phishing tactics, says it will never ask you to share a tracking number by email, and says a real payment always appears in your PayPal activity. PayPal also says a request to send money as a “test” transaction is never legitimate, so anyone asking you to pay to unlock a pending payment is not PayPal. Forward suspicious emails to phishing@paypal.com and log in directly to check.

If you paid a scammer, the FTC says to report it to PayPal (online through PayPal’s Resolution Center) and then to the FTC at ReportFraud.ftc.gov. For the same problem in other apps, see cash app payment pending and zelle payment pending.
