The Consumer Financial Protection Bureau (CFPB) has posted its 2026 regulatory agenda, the list of rules it expects to work on. The CFPB’s agenda page was last updated on July 15, 2026. Four entries touch sending money, receiving it, or sharing your account data with payment apps.

What changed

  • Remittance Transfers (Regulation E), RIN 3170-AB28Final rule stage
  • Larger participants of the international money transfer market, RIN 3170-AB53Proposed rule stage
  • Personal Financial Data Rights Reconsideration (section 1033), RIN 3170-AB39Proposed rule stage
  • Prepaid Accounts (Regulation E and Z), RIN 3170-AB55Pre-rule stage, pre-rule activity listed for November 2026

Why it matters

  • Remittances: the CFPB’s September 2024 proposal is a narrow change to disclosures. Receipts would tell senders to contact the state regulator and the CFPB if they have “unresolved problems” with a transfer, instead of for any questions or complaints.
  • Open banking: the agenda entry says the CFPB plans to propose changes to its November 2024 data-access rule, which became effective January 17, 2025. Its compliance dates were stayed by a federal court on October 29, 2025.
  • Money transfer supervision: the larger-participant entry concerns which international money transfer companies count as larger participants for CFPB supervision.
  • Prepaid: the entry concerns the CFPB’s Prepaid Accounts rule under Regulation E and Regulation Z.

An agenda is a plan, not a rule. Nothing here changed a fee, limit or right on the day it was posted.

Update: The CFPB published the agenda in the Federal Register on August 14, 2026, noting that its information is current as of January 13, 2026 (Federal Register).
