The Fed’s rule is the same every year. When a holiday falls on a Saturday, the Reserve Banks are open on the Friday before. When it falls on a Sunday, they close on the Monday after. The Board of Governors keeps its own office closures on some of those Fridays, but the Reserve Banks, which run the payment services, stay open.
