Gould said on August 19, 2026 at the Wyoming Blockchain Symposium. “We will have a final rule out by November, so we are working with great speed here,” he said, in excerpts the OCC published the same day.

Why it matters
The OCC will license and supervise several kinds of stablecoin issuers, including subsidiaries of national banks and federal savings associations, federal qualified nonbank issuers and registered foreign issuers. Its final rule sets the requirements those issuers must meet. Those rules shape what a regulated dollar stablecoin will mean for the coins you can hold and send in the US.
Gould also said 23 of the 40 bank charter applications the OCC received over the previous 18 or so months involve some form of digital asset activity. That is the agency’s own count.
A November rule would not move the Act’s timing earlier: 120 days after November falls later than January 18, 2027, so that date remains the one to watch.
What to do
- Nothing changes for your transfers today. Stablecoins you hold still move as before.
- If you use a stablecoin issued by a US bank or fintech, watch for the issuer’s notices about licensing in late 2026 and early 2027.
